A new sand bed gets a full rinse cycle before it ever sends water back to the pool, so the fines that come with fresh media go to waste instead of clouding the water. DE grids get charged through the skimmer at the rated amount, slowly, with the pump running. Cartridge tanks get filled, purged of air at the relief valve, and watched under pressure for a few minutes at the seams and the drain plug. Then the starting pressure gets written down, on the tank or on the gauge face. That clean number is the reference point for everything afterward. When the gauge climbs eight to ten pounds over it, the filter is due, and you are not guessing.
